Description:

Under direct supervision of the Director of Evaluation and Research and the Evaluator II, the Evaluator I works in a collaborative team environment to coordinate evaluation and data-related technical assistance and consultation to urban Indian programs funded under the Indian Health Service Substance Abuse and Suicide Prevention (SASP) and Domestic Violence Prevention (DVP) programs.

The Evaluator I will be responsible for creation of resources and trainings to assist with the building of evaluation capacity among SASP and DVP grantees. They will provide timely responses to technical assistance and data requests and work closely with assigned Indian Health Service Project Officers, and UIHI Epidemiologists and Evaluators to coordinate support. All evaluation work will be grounded in UIHI’s Indigenous Evaluation framework while also meeting the needs of federal funders. In addition, the Evaluator I works alongside other UIHI project teams assisting with trainings and additional duties as needed—including evaluation or research support for other projects and upon request from UIHI partners.

The Model of care currently being implemented at SIHB places “Traditional Indian Medicines” at the center of all our work. In our Behavioral Health Programs, we utilize evidence-based practices, but we weave Indigenous Psychology approaches and practices throughout.

Reporting Relationships:  This position reports directly to the Evaluator II and is a member of the UIHI team. This position has no direct reports.

Job Responsibilities:

  • SAS/DVP Technical Assistance and Relationship building (50%)
    • Assist urban SASP/DVP grantees with the development and revision of local data collection plans to establish baseline data related to their projects;
    • Provide expert consultation on study design, data collection tools, and data analysis (quantitative and qualitative) for urban SASP/DVP grantees;
    • Support urban SASP/DVP grantees to develop evaluation and data collection capacity, including establishing qualitative research or mixed-methods protocols and reviewing instruments and materials;
    • Identify and distribute culturally appropriate resources, trainings, and funding opportunities to support the work of urban SASP/DVP grantees;
    • Provide training and technical assistance to urban SASP/DVP grantees on relevant health topics (e.g. harm reduction, case management, etc.), strategic planning, continuous quality improvement, program monitoring, evaluation, and other related topics;
    • Prepare and present progress reports and other reporting measures to Indian Health Service Project Officers and Indian Health Service SASP/DVP Project Leads;
    • Conduct virtual visits to provide tailored technical assistance in coordination with Indian Health Service and other UIHI projects;
  • General evaluation and research support (30%)
    • Understand, implement, and conduct all evaluation work through the lens of Indigenous Evaluation;
    • Support the planning, implementation and maintenance of evaluation projects such as CDC-funded grants, evaluation of clinical programs, and workforce development evaluation;
    • Design and coordinate implementation of quantitative and qualitative data collection instruments and materials, and data analysis;
    • Synthesize data on local, regional and national levels to communicate outcomes to funders and stakeholders;
  • Evaluation and research team capacity- building (10%)
    • Participate in and assist with Indigenous Evaluation workshops;
    • Draft conference abstracts to disseminate UIHI work;
    • Write and submit manuscripts for peer reviewed publication;
    • Develop and disseminate documents, training materials, protocols, briefs, brochures, reports, presentations, and other supporting materials as appropriate.
  • Administrative and Organizational duties (10%)
    • Completion of required trainings and certifications;
    • Participation in relevant staff meetings;
    • Attendance at professional development opportunities;
    • Participate in cultural community events as a representative of the Urban Indian Health Institute; and
    • Participation in relevant internal and external workgroups.

Knowledge of:

  • Health and social issues facing American Indians and Alaska Natives; 
  • Epidemiology, research and evaluation theory and practice;
  • Qualitative and quantitative evaluation theories and approaches;
  • Qualitative and quantitative data collection and analysis methods;
  • Principles of population health, substance abuse prevention, domestic violence prevention as well as chronic disease prevention;
  • Evaluation frameworks and approaches, including the CDC evaluation framework;
  • Knowledge of systems, policy, and environmental change for health preferred;
  • Knowledge of equity-based frameworks preferred
  • Knowledge and understanding of social determinants of health preferred

Ability to:

  • Able to demonstrate cultural humility when working collaboratively with American Indian and Alaska Native communities;
  • Demonstrate understanding of structural inequality;
  • Demonstrate excellent communication and networking skills, including public speaking, writing, group facilitation, and communicating cross-culturally with diverse partners, and interacting with people of all ages and cultural backgrounds;
  • Proficient use of software programs such as Microsoft Office including Outlook, Word, Excel, PowerPoint;
  • Able to learn to use new software as needed such as ArcGIS, RedCap, Zotero, and NVivo;
  • Demonstrate program management, organizational and coordination skills;
  • Show initiative and work with minimal supervision;
  • Establish and maintain effective working relationships and partnerships with UIHN members, staff at funded entities, Indian Health Service and with the public;
  • Communicate effectively and professionally, both orally and in writing;
  • Ability to travel to attend conferences, conduct site visits, consultations and training sessions;
  • Strong organizational and time management skills;

  • Ability to work varied hours, including evenings and weekends as required with prior notice.

 

Skills/Eligibility:

Required Qualifications:  

  • Master’s degree in Public Health, Public Administration, Health Administration, or a related field. 
  • Minimum 1-2 years of experience in evaluation projects. Experience in policy, systems and environmental evaluation preferred;
  • Experience with designing and conducting qualitative evaluation/research protocols including focus groups and interviews; and
  • Experience working with tribes, tribal organizations, and/or urban Native communities strongly preferred.
